SCOPE OF ACTIVITY: TRANSPORTATION AND COMMUNICATION


Service 1:  To define, implement and control provisions which enable that all activities and Works related to Transportation and Communication, are established, developed and coordinated in a complementary way   according to technical, social and economic necessities, in line with public interests and security goals.


Service 2:  To determine and plan transportation needs and demand.


Service 3:  To determine main policies and strategies and coordinate activities concerning designation of transportation and communication systems and specifying technical qualifications of vehicles and drivers.


Service 4: Take measures, to have taken measures, monitor and control implementation that in tranportation and communication activities public order, safety of people and property should be assured.


Service 5: Do research or make somebody do research  in order to determine and implement   State’s transportation and communication goals and policies


Service 6: To assure that related institutions in accordance with their goals and particular laws do their services which given by these laws.


Service 7: To administer above-mentioned activities in states of emergency and war within the provisions of Law Numbered 697.


Service 8: To take measures and provide opportunities for the planning, programming  and implementation of  state railways, ports, shelters and related equipments,  coastal safety structures and facilities, to make or have to be made research, etude, project survey, terms of references and construction, maintenance of these projects, to hand over projects which completed to related intuitions and to determine provisions for maintenance of finished projects.


Service 9: To control and approve terms of references of local railways, metros and related tunnels constructed by public institutions and organizations, municipalities, special provincial administrations, natural person and legal entities and to standardize the local railways in line with Nation’s necessities and take measures related to maintenance units’ designation.


Service 10:  To control and approve terms of references and projects of ports, shelters and related equipments,  coastal safety structures and facilities which are constructed by  public institutions and organizations, municipalities, special provincial administrations, natural person and legal entities.


Service 11: To control and approve terms of references and projects of airports which are constructed by public institutions and organizations, municipalities, special provincial administrations, natural person and legal entities.

 

Service 12:    To assure that railway tranport is carried out according to economic, technical, social and national security  necessities and goals and to take measures that enable coordination of these services with other transport modes.


Service 13:  To plan, make, including the Build-Operate-Transfer(BOT) or get made of the any tube-tunnel transportation facilities which tie both side of the bosphorus, prepare, got prepared, examine, got examined and approve, to hand over projects which completed to related instructions and to determine provisions for maintenance of finished projects.


Service 14: To examine the payment tariffs of the affiliated and related institutions and

establish a payment system in line with job qualifications and  economic conditions of Country and gather figures on this issue.


Service 15:  To examine the activities of the affiliated and related institutions and to control  that all activities of above-mentioned institution are carried out in conformity with laws and regulations.


Service 16:  To examine the activities of the affiliated and related institutions and to make necessary arrangements that all activities of above-mentioned institution are carried out in conformity with their plans, programmes and goals.


Service 17:  To examinants and make necessary arrangement tariffs  attributable to ports  and wharfs which are determined by laws “Dated April 20, 1341(Hicri), No: 618  Ports Law” and “ Dated April 13, 1936, No: 3004 , Law related to how to administer wharfs”.


Service 18:   Provide that road transport outside the municipality borders are carried out in line with economic, technical, social  and national security necessities and goals and  to take necessary measures that these activities are in conformity with other transportation activities.


Service 19:  To designate legal requirements of transporters, Commission agents and agents and give competence certificate where necessary.


Service 20:  To take measures that the activities, either by public bodies or private firms, in road transport are carried out in line with public interest and market demands, if necessary put ceiling or floor prices and control implementation.


Service 21:  To take measures or get taken in road and railway transport to give economic, safe and quality services.


Service 22:   Taking into consideration the functions and responsibilities of Telecommunication Organization, in line with related laws and regulations, to determine charges for communication services according to quality of services and economic condition of Country, approve tariffs which seen necessary and control implementation of these tariffs.


Service 23: Taking into consideration the functions and responsibilities of Telecommunication Organization, to designate legal requirements and service provisions of natural or legal person communication and wireless operators and to give certificates in lieu of  fees which taken in accordance with their tariffs .


Service 24: To determine procedures and provisions related to arrangements which have to be made by operators in order to prevent the disqualification of power houses in times of natural disasters and state of emergencies, organize communication traffic and prioritize disaster communication.


Service 25:   To regulate, control implementation and coordinate the communication works undertaken by state enterprises and state economic enterprises, public enterprises, their    in line with tasks given by laws to ministry,


Service 26: To join the meetings of international organizations and associations which our country is a member, to control implementation of decisions taken and regulate communication relations.


Service 27: To examine and evaluate domestic and external mail tariffs and make secondary studies.


Service 28: To follow communication equipments its capacity and the developments in the industry


Service 29: To arrange universal service policies in line with the laws and social, cultural, economic and technologic conditions of the country, to take measures in order to implement the general policy of the government, to determine the bases of execution of universal service, to follow its implementation, and to confirm the accounts regarding net costs


Service 30: In accordance with legislation regarding universal service, determining the bases of execution of universal service, to follow its implementation and to secure the compensation of net costs of operators


Service 31: To define the universal service obligator among the operators who demand to correspond the universal service, in the scale of regional and national level among by service procurement


Service 32: To pay universal service contractors


Service 33: To follow the contracting operator with regard to accounting of net cost of universal service and whether the universal service is correspond in line with the procedures and bases, to control or to make it control by independent auditors that the cost of which will be compensate with universal service revenues


Service 34: To define the procedures and bases of universal service in line with the equity principle, non-discrimination and within a price level which can be paid by the people who are in need of protection in socially, like lower income class and handicapped people,


Service 35: To define the provisional universal service obligator, if needs, to bring the services to the high-cost areas like places far from center and rural regions.


Service 36: To identify accounting method for the net expenses of the companies responsible for universal service.


Service 37: To regulate the transport and communication relations with the relevant institutions of the foreign countries notwitstanding the provisions of the Law Numbered 1173 and dated  05/05/1969 on the Execution and Coordinations of International Relations and to imlement the agreements and treaties signed.


Service 38: To coordinate EU related issues within the the responsiblitity areas of the ministr, to help the coordination activities of the State Ministry responsbile for EU affairs, to implement measures to implement the general policies of the government in this field, to carry out alignment and implementation activities


Service 39: To be in continious contact with the institutions responsible for international affairs, to coordinate relations among these institutions
